In its Annual Report to Parliament, the Privacy Commissioner of Canada examined the number of complaints received that deal with privacy issues and the Personal Information Protection and Electronic Documents Act, or PIPEDA.

The report found that the insurance industry yielded the second highest number of complaints, at 71 or 17 percent of all PIPEDA-related complaints. In 2007, only 10 percent of all complaints were against the insurance industry.

Most insurance-industry complaints related either to difficulties that complainants had in gaining access to their personal information in the industry’s possession, or issues related to the use and disclosure of the information.

Financial Institutions, including banks, financial advisors and collection agencies received the most complaints against them in 2008, at between 22 and 30 percent.

For all complaints, More than six in 10 of the complaints received in 2008 were related to the

collection, use or disclosure of personal information by companies covered by PIPEDA.
