In a notice posted on its website, the Council says this type of conduct is a breach of confidentiality and is not acceptable under any circumstance. It adds that licensees who have breached confidentiality have had their licenses canceled for a minimum of two years. The Council said that when such a breach occurs, it reviews the conduct and procedures of the agency, nominee and any supervising level 3 to determine if appropriate measure are in place to protect confidential information.
Such prohibited conduct includes an example of an agency employee noting the license plate numbers of vehicles in a parking lot, then running the plate numbers on ICBC’s database to get personal information about the owners. The registered owners were then contacted in an attempt to renew their vehicle.
As well, the Council cites an example of an agency employee who was involved in a road rage incident and accessed ICBC’s database to obtain information on the other driver involved in the incident.
