Sun Life Canada's chief executive says any reform of Canada's troubled pension system should increase coverage for those who need it, but not the government's role in its delivery.

Speaking to the Economic Club of Canada, Dean Connor urged Canada's finance ministers to endorse a multi-employer program, including group RRSPs, to address challenges facing the country's retirement savings and income system.

Connor says pension laws should be amended to allow non-affiliated employers and the self-employed to participate in multi-employer programs that include automatic enrolment, automatic escalation and an opt-out clause.

He adds that the ministers need to ensure that retirement income for Canadians is not only adequate, secure and affordable, but also sustainable and accessible to all.

Connor says ministers should also ensure the plan is doable on a timely basis.
